　　自1978年恢复研究生招生和1981年实施学位制度以来，我国研究生教育发展很快。1978年至1983年招收的研究生相当于“文革”前十七年招生总和的两倍半；在校研究生相当于“文革”前在校研究生的最多年份的五点七倍。根据研究生教育发展的需要，第五届全国人民代表大会第五次会议批准的国家“六五”计划提出：“要试办研究生院”。原教育部研究生司在广泛征求意见的基础上，确定了试办研究生院的条件。

　　1984年8月，经国务院批准，原教育部正式发出了《关于在北京大学等二十二所高等院校试办研究生院的通知》，同时印发了《关于在部分全国重点高等院校试办研究生院的几点意见》。

　　1986年4月，经国务院批准，原国家教委发出了关于同意中山大学等十所院校试办研究生院的通知。

　　经国务院两次批准，试办研究生院的高等学校达32所，加上1978年经国务院批准成立的中国科技大学研究生院，全国共有33所普通高等学校试办研究生院。

　　研究生院是我国高层次人才培养和解决国家重大科技问题的重要基地，代表着我国研究生教育的最高水平，在我国研究生教育发展中具有举足轻重的地位和作用。为加强对研究生院的管理，1995年10月9日，原国家教育委员会制定并下发了《研究生院设置暂行规定》。“暂行规定”对设置研究生院的高等学校应当具备的条件、研究生院应当履行的职责等都作了明确规定。同时开展了对普通高等院校试办研究生院的评估工作，对获本次评估前10名的试办研究生院给予适当的表彰和奖励。会议同意本次评估前10名和中国人民大学等11所高校试办研究生院作为第一批转正，其他经评估合格的试办研究生院作为第二批转正。

　　2000年6月，教育部批准了北方交通大学等22所高校试办研究生院。2002年5月，教育部批准了哈尔滨工程大学等2所高校试办研究生院。

　　2004年5月，教育部批准了北方交通大学等22所高校正式成立研究生院。2007年6月，教育部批准了哈尔滨工程大学等3所高校正式成立研究生院。

　　经过二十几年的扎实工作，全国56所研究生院从试办到正式成立，为国家培养了一大批优秀的高层次人才，促进了学科建设和科研水平的提高。目前，经教育部批准设置的56所研究生院承担了全国67%的博士和42%的硕士培养任务，研究生院在我国研究生教育的发展和高水平科学研究中发挥着重要的作用。
